Creates the Chicago Educational Governance Task Force to recommend the best governance structure for Chicago School District 299.

Task Force composition includes 4 legislative members (2 appointed by House Speaker, 2 by Senate President), 4 community organization representatives, plus representatives from the school CEO, Board of Education president, Chicago Teachers Union, principals association, and student representative.

Task Force members serve pro bono and shall gather information on various governance structures including elected school boards and mayoral control, and analyze data about the district's current governance structure.

Task Force must submit its recommendation to the General Assembly on or before May 30, 2013 regarding which governance structure best serves Chicago students.

Bill notes that Chicago School District 299 has an appointed rather than elected board and has implemented numerous reforms over 15 years with limited public voice in decision-making.
