• Sets minimum wage for individuals with disabilities whose earning capacity is impaired by age or physical/mental deficiency or injury at no less than 70% of the basic minimum wage.

• Requires special licenses issued by the Director of Labor to authorize sub-minimum wages for disabled workers and limits initial license periods to 6 months.

• Allows Director to extend special licenses beyond 6 months only upon a showing of good cause by the employer.

• Adds legislative findings recognizing that employees with disabilities can be as productive as non-disabled employees when provided proper support, training, and tools, and should have opportunities for integrated, non-segregated employment.
