Establishes the Police Sensitivity Task Force to investigate racial disparities in traffic stops and examine consent search practices that disproportionately affect minorities.

Task Force comprises 18 members including legislators from both chambers, state and local law enforcement officials, the Illinois Human Rights Commission chair, and university professors in law enforcement.

Task Force shall obtain testimony from traffic stop victims and officers, study past practices, and recommend revisions to racial sensitivity curriculum for police training academies.

Acknowledges findings from 2010 Illinois Department of Transportation report showing consent searches and citations to minorities increased despite overall decline in vehicle stops.

Task Force must issue written report of findings and recommendations to the General Assembly by January 1, 2014, after which it is dissolved.
