Amends the Unified Code of Corrections to require the Department of Corrections GED program to accept GED credits earned by inmates outside Department custody, including credits earned while incarcerated in county jails

Maintains existing requirement that the Department develop and establish a GED program in the Adult Division designed to increase enrolled committed persons by at least 100% over a 4-year period

Requires each adult institution and facility to report annually to the Director of Corrections on GED enrollment, test passage rates, and waiting list numbers
