Excludes persons whose sex offender registration requirement has been terminated from being classified as "child sex offenders" subject to residence and presence restrictions for schools, parks, and other facilities serving minors.

Creates exemption from sex offender registration for persons convicted of criminal sexual abuse or sexual exploitation of a child if: defendant was not more than 4 years older than victim, victim was at least 14 years old, and conviction was based solely on age difference without force or coercion.

Requires courts during sentencing for sexual abuse or exploitation offenses to make affirmative finding of fact if the above three conditions are met (age gap of 4 years or less, victim 14+, no force or coercion).

Establishes procedure for existing registrants convicted before the effective date to petition for removal from sex offender registry if they meet the age and circumstance criteria, with court determining risk to community.

Removes section 11-9.1 (sexual exploitation of a child) and subsection (a) of section 11-1.50 (criminal sexual abuse with force) from mandatory sex offender registration requirements under specified circumstances.
