Amends the Illinois Highway Code (605 ILCS 5/4-505) to authorize the Department of Transportation to relocate setbacks associated with railroad lines, tracks, and public utility facilities during highway construction or improvement projects.

Grants the Department power to acquire property interests through purchase or eminent domain to relocate railroad or public utility facilities that are necessary for state highway work.

Expands eminent domain authority to include acquisition of all property interests needed to ensure proper vegetation maintenance around public utility facilities.

Requires that any relocation agreement between the Department and railroad or public utility companies be approved by the Illinois Commerce Commission.

Authorizes the Department Director to convey acquired easements, rights, and lands to railroads and public utilities by deed for purposes of facility relocation.
