Amends the Eminent Domain Act to allow quick-take proceedings for acquiring land or interests in land as joint projects with electric, gas, or water public utilities to expand or improve distribution systems.

Property acquired under these joint utility projects is exempt from requiring a certificate of public convenience and necessity from the Illinois Commerce Commission.

Affected utilities must execute a verified statement of agreement to the joint purpose project before quick-take proceedings can be initiated.

Applies to any entity that already possesses quick-take powers under the Eminent Domain Act.
