Amends Section 10-22.5a of the School Code to include chronic bullying as a factor contributing to a student's health and safety when requesting tuition-free attendance in an adjacent school district.

Defines chronic bullying for this purpose as acts specified in Section 27-23.7(b) of the School Code that have continued despite intervention by district personnel.

Allows a student or parent to appeal a rejection of an inter-district attendance request to the regional superintendent of schools, who may require the districts to enter into an agreement.

Maintains that districts are not required to alter existing transportation services for non-resident pupils attending under such agreements.

Takes effect immediately upon becoming law.
