Expands State's Attorneys Appellate Prosecutor's Office authority to assist in prosecution, trial, or post-conviction hearings in criminal cases when requested by the responsible State's Attorney.

Allows the Office to act as Special Prosecutor when appointed by a court, with the Attorney General retaining authority to substitute themselves and requiring notification to the Springfield Attorney General office within 5 days of appointment.

Changes investigator hiring authority from a numerical limit of "no more than 0" to allowing the Director to contract for investigators needed to provide investigative services in criminal and tax objection cases.

Maintains that investigators must complete basic police training mandated by the Illinois Law Enforcement Training Standards Board, or have a minimum of 5 years sworn law enforcement experience with 2 years in an investigatory capacity to be waived from training.

Requires investigators authorized to carry weapons (tear gas, pistols, revolvers, stun guns, tasers) to possess distinct badges clearly stating Office authorization and containing unique identifying numbers.
