Prohibits elected or appointed local government and school district officials whose terms begin on or after the effective date from serving as contractual lobbyists.

Allows these same officials to serve as exclusive lobbyists (lobbyists representing only one client).

Amends the Lobbyist Registration Act by adding Section 4.7 and modifying Section 9.

Clarifies that the Act does not infringe on citizens' constitutional right to petition public officials, including holders of elective local government offices.
