Amends the Tax Increment Allocation Redevelopment Act to allow municipalities to add dilapidated public bridges owned by the municipality to redevelopment project areas without holding a public hearing, convening a joint review board, or providing notice if the municipality approves the amendment by ordinance before October 1, 2012.

Requires municipalities to provide notice of changes to affected taxing districts and registered interested parties by mail and newspaper publication within 10 days of adopting amendments that add bridge properties.

Maintains existing notification and hearing requirements for other types of redevelopment plan amendments and property additions that do not involve dilapidated municipal bridges.
