HB5783 Summary

• Amends tuition provisions across Illinois public universities (University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, and Western Illinois University) to extend in-state tuition benefits to honorably discharged veterans.

• Grants honorably discharged veterans from the U.S. armed forces immediate classification as in-state students upon discharge and maintains that classification during continuous enrollment toward their current degree.

• Requires veterans to register to vote in Illinois and demonstrate objective evidence of intent to be an Illinois resident through at least one of the following: Illinois driver's license, Illinois motor vehicle registration, employment history in the state, transfer of major banking services to Illinois, change of permanent address on records, or other materials relevant to domicile or residency status.

• Maintains existing provisions regarding active duty military personnel stationed in Illinois and those reassigned out of state after serving in Illinois for at least 3 years.
