HB5784 Summary

• Authorizes governing boards of all eight Illinois public universities (University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, and Northern Illinois University) to develop fixed tuition rate programs for community college transfer students.

• Guarantees participating students who complete an associate's degree at an Illinois public community college will receive transfer admission to the university within 12 months of degree completion.

• Locks tuition rates for participating transfer students at the rate charged during either the fall semester of their freshman year at the community college or the fall semester of the second academic year before their initial university enrollment (whichever is later), and maintains that rate for at least 24 months following enrollment.

• Requires each university board to establish eligibility requirements for program participation and notify transfer applicants from community colleges about the program.
