Amends Section 7-601 of the Illinois Vehicle Code concerning required liability insurance for motor vehicles.

Changes the language in subsection (a) by replacing "and" with "and" in the description of persons prohibited from operating or maintaining registration of vehicles without liability insurance coverage.

Maintains existing requirements that liability insurance policies must meet minimum amounts set under Section 7-203 and comply with Illinois Insurance Code Sections 143a and 143a-2.

Preserves existing exemptions from insurance requirements for specific vehicle categories including those subject to certain code chapters, vehicles requiring proof with the Illinois Commerce Commission, self-insured vehicles, government-owned vehicles, farm implements, and inoperable/stored vehicles.

Continues requirements for State agency employees assigned vehicles to provide annual certification of valid driver's license and either liability insurance coverage or a bond, with automatic authorization rescission upon license suspension, insurance cancellation, or bond termination.
