Amends the Illinois Lottery Law to require licensed retail sales agents to obtain adequate written evidence of age and identity before soliciting any person for lottery ticket or share purchases.

Defines "adequate written evidence" as documents issued by federal, state, county, or municipal government, including driver's licenses, Federal Selective Service registration certificates, or Armed Forces identification cards.

Establishes that violations of the age and identity verification requirement shall be grounds for suspension or revocation of a retail sales agent's license.

Maintains existing prohibitions against selling lottery tickets to minors under 18 years of age, with Class B misdemeanor penalties for violations and Class 4 felony penalties for subsequent violations.
