Creates the Illinois Enterprise Commission, a temporary 12-member body with 3 public members appointed by each of the 4 legislative leaders, consisting of individuals with at least 50% of their career income from private-sector employment.

Requires the Commission to annually submit (January 1, 2013-2016) omnibus lists to the Governor, General Assembly, and relevant state officials recommending repeal, abolishment, or amendment of Illinois laws and administrative rules that harm job creation and economic productivity.

Commission recommendations require a two-thirds majority vote (8 of 12 members) with at least one vote from members appointed by each legislative leader, and must include recommended replacement rules.

Directs the Joint Committee on Administrative Rules (JCAR) to accept or reject the rules list by March 1 each year via single up-or-down record vote; a three-fifths vote by JCAR prohibits all listed rules and allows agencies to adopt emergency replacement rules within 30 days.

Establishes the Commission with an executive director and nonpartisan staff, all employment contracts noting the Commission dissolves June 30, 2016, with the Act repealing entirely on January 1, 2017; Commission members receive no compensation but are reimbursed for expenses.
