Restricts venue for actions where no defendants are state residents to only the county where the transaction or cause of action occurred, eliminating the previous rule allowing suits in any county.

Removes "doing business" language from residence definitions for corporations, partnerships, and voluntary unincorporated associations, limiting residence to counties where they have registered offices or other offices.

Eliminates provision allowing insurance company lawsuits to be brought in any county where a plaintiff resides.

Requires dismissal for lack of proper venue when no defendants are state residents and the transaction did not occur in Illinois.

Applies changes only to actions filed on or after the effective date and takes effect immediately upon becoming law.
