Authorizes the Comptroller to withhold the salary and expense reimbursement of a State agency director or secretary who fails to submit required financial information by the October 31 deadline.

Requires delinquent State agencies to submit a report detailing their delinquency and an action plan for compliance to the Comptroller, Auditor General, Governor, and legislative leaders, with the Comptroller posting this information on its official website.

Allows the Comptroller to issue interim financial reports if the full comprehensive annual financial report cannot be published by December 31 due to insufficient reporting or incomplete audits.
