Creates the Illinois Commission on Fiscal Responsibility and Reform consisting of 22 voting members: 6 House members (3 appointed by Speaker, 3 by Minority Leader), 6 Senate members (3 appointed by President, 3 by Minority Leader), 6 members appointed by Governor with no more than 4 from same political party, and 4 public members appointed by House Speaker, House Minority Leader, Senate President, and Senate Minority Leader.

Commission shall make recommendations to reduce State spending and balance the State budget, focusing on discretionary spending, tax reform, health care cost containment, agency expenditure reductions, budget practices, and pension system reform.

Commission must submit its report to the Governor and General Assembly within 60 days of the Act's effective date.

If Commission adopts the report by three-fifths vote, the General Assembly must vote on accepting the report by resolution within 14 days (or within 14 days of convening if not in session), requiring a majority vote in each house.

Commission is abolished the day after submitting its report; members serve without compensation and receive staff support from the Commission on Government Forecasting and Accountability and Governor's Office of Management and Budget.
