Amends the Illinois Transparency and Accountability Portal (ITAP) provisions to redefine "State agency" to include the General Assembly and legislative support services agencies.

Expands ITAP's scope to cover employee payroll data, state expenditures, contracts, development assistance, tax credits, and professional license revocations for these newly included legislative entities.

Requires the General Assembly and legislative support services agencies to provide the same transparency reporting as executive agencies, including databases sorted by employee name, agency, position title, and pay rate.

Makes the General Assembly and legislative support services subject to the same cooperation and information-sharing requirements with the Department of Central Management Services for ITAP implementation.
