Adds Section 1C-4 to the Illinois School Code requiring school districts receiving Early Childhood Education Block Grants to report to the State Board of Education on grant allocation, expenditures, population and service levels by program, and administrative expenditures.

Requires reporting for districts organized under Article 34 (Chicago Public Schools) to comply with the same reporting requirements as all other school districts in the state.

Changes verb tenses from present to past tense in references to a school district that posed a hazardous threat to health and safety of pupils on pages 15-16.

Adds clarifying language specifying that certain provisions apply to "a district that posed a hazardous threat to the health and safety of pupils."

Repeals Section 2-3.60 and replaces references to Section 1C-4 with Section 2-3.60 in the repeal section of the bill.
