Removes the previous exemption allowing candidate political committees to accept unlimited contributions from political party committees outside of primary election cycles, making the same contribution limits apply during all election cycles.

Establishes contribution limits from political party committees to candidate committees: $200,000 for statewide office, $125,000 for Senate/Supreme/Appellate Court in First Judicial District, $75,000 for House/other courts, and $50,000 for all other offices.

Creates a temporary provision (through July 1, 2013) allowing political party committees that file a Statement of Nonparticipation in a Primary Election to accept unlimited contributions from candidate and political party committees.

Requires the Task Force on Campaign Finance Reform to study and make recommendations on the primary election contribution provisions by September 30, 2012.

Takes effect immediately upon becoming law.
