Amends the Illinois Governmental Ethics Act by adding Section 3A-45 regarding campaign contributions from gubernatorial appointees.

Prohibits persons appointed by the Governor to a board or commission, their spouses, and immediate family members living with them from making contributions to the Governor or political committees supporting that Governor during the appointment and for one year after it ends.

Makes persons ineligible for gubernatorial appointment to a board or commission if they, their spouse, or an immediate family member living with them made contributions to the Governor or the Governor's political committee in the preceding year.
