Requires appointed members of state boards and commissions (whose appointment requires Senate confirmation or who hold temporary/acting positions) to divest or freeze funds in any candidate political committees and political action committees they maintain or control.

Members must divest funds by returning them to contributors or transferring to charitable organizations, or alternatively freeze the funds in an account with no activity except for reasonable maintenance costs during their term of office.

Members cannot establish new candidate political committees or political action committees during their service on a board or commission.

Establishes a 15-day deadline for newly appointed members and 60-day deadline for current members to divest or freeze funds and submit an affidavit to the State Board of Elections confirming compliance.

Violations result in forfeiture of all funds to the General Revenue Fund, and establishing a prohibited committee during service incurs a $5,000 fine; exceptions allow members to pay pre-existing committee debts and accept contributions from family members to cover those debts.
