Amends the Nursing Home Care Act to require the Department to establish a statewide management review team to review all alleged Type "AA" or Type "A" violations before the Director determines a violation exists and issues a notice.

The management review team must analyze all available data and precedents to ensure that violation determinations are consistent throughout the State.

The Director or designee must serve a notice of violation on the licensee within 10 days of determining a violation, specifying the nature of the violation and the statute or rule allegedly violated.

The notice must inform the licensee of potential Department actions including facility plan of correction, conditional license, penalty assessment, or license suspension or revocation, and of hearing rights.

Takes effect January 1, 2013.
