Establishes the "Vertical Construction Masonry Composition Act" requiring all vertical commercial construction projects started after July 1, 2013 to include masonry components for at least 15% of the building's materials.

Defines "vertical commercial construction" as commercial buildings rising 15 or more feet above ground level, excluding residential buildings for 4 or fewer families.

Defines "masonry construction" as the use of concrete, mortar, brick, stone, and similar materials in building commercial structures.

Allows the 15% masonry requirement to be reduced to a lesser percentage if a licensed architect or structural engineer certifies that the required percentage would be structurally deficient, with reductions limited to the minimum amount needed to maintain structural integrity.
