Creates the E85 Market Expansion Program administered by the Department of Commerce and Economic Opportunity to provide eligible applicants $500 in credit toward E85 fuel purchases in Illinois through debit cards, credit cards, coupons, or other negotiable instruments.

Requires applicants to have purchased a new flexible fuel vehicle within the 12-month period prior to application submission to be eligible for the program.

Limits program benefits to one distribution per vehicle owner during the vehicle's lifetime.

Establishes the E85 Market Expansion Fund as a special fund in the state treasury, with interest earned deposited back into the fund and the Department authorized to retain 5% for administrative costs.

Grants the Department access to Secretary of State motor vehicle registration records and other state records for verifying applications and requires the Department to adopt rules for program implementation.
