Amends the Illinois Enterprise Zone Act to change the limit on certified Enterprise Zones beginning in calendar year 2012 and thereafter from 13 zones per year to 39 zones per year.

Maintains existing provisions allowing the Department to designate up to 8 additional Enterprise Zones outside the regular application cycle under extreme economic circumstances.

Preserves the existing provision allowing designation of 1 additional Enterprise Zone if an aircraft manufacturer agrees to locate a manufacturing facility in the proposed zone.

Retains all other existing limitations and requirements for Enterprise Zone certification, including the 30-calendar-year term limit and restrictions on contiguous zones.

Takes effect immediately upon becoming law.
