HB5880 Summary

• Amends the Emergency Medical Services (EMS) Systems Act to establish requirements for Emergency Medical Technician (EMT) licensure at three levels: EMT-Basic, EMT-Intermediate, and EMT-Paramedic, based on completion of Department-prescribed training and passing examinations.

• Creates a process for honorably discharged military personnel with emergency medical training to apply for EMT licensure within one year of discharge by submitting proof of military training and clinical experience for Department evaluation.

• Establishes a new "Provisional First Responder" category for individuals aged 16-17 who complete emergency medical responder training and can upgrade to regular First Responder status at age 18 with EMS Medical Director approval.

• Updates terminology from "first response" to "emergency medical responder" throughout the statute and sets minimum age of 18 for First Responders (except Provisional First Responders at age 16).

• Modifies Vehicle Service Provider licensing standards to allow alternative rural staffing models for providers serving populations of 10,000 or fewer using volunteers or paid-on-call personnel, and prohibits false advertising regarding provider type, level, location, or licensure status.
