Requires the Department of Agriculture to establish and maintain a dangerous and vicious dog registry, subject to appropriation.

Mandates owners of dogs deemed dangerous or vicious to register with their county animal control within 14 days, with county animal control reporting to the Department within 30 days.

Establishes a $100 initial registration fee and $35 annual renewal fee, collected by county animal control and remitted quarterly to the Department.

Requires registration information to include the dog's physical description, microchip/tattoo number, acts resulting in the designation, owner contact information, and compliance statement; public information includes owner address, breed, acts, and photo.

Creates the Dangerous and Vicious Dog Registry Fund in the State Treasury to accept registration fees, appropriations, grants, and donations for implementing and maintaining the registry.
