Amends the Illinois Renewable Fuels Development Program Act to establish an Increased Ethanol Content Encouragement Program.

Authorizes the Department of Commerce and Economic Opportunity to provide information to gas stations encouraging them to offer E15 (15% ethanol blended fuel) to customers.

Directs the Department to inform gas stations about available financial assistance programs that may subsidize the cost of providing E15 blended fuel to consumers.

Includes legislative findings that E15 is safe for use in vehicles produced in 2001 and later, with EPA approval for 62% of vehicles currently on the road.
