Adds new subsection (a-15) to the Eminent Domain Act prohibiting condemning authorities (other than the State) from using eminent domain to take or damage agricultural land for the establishment of a greenway.

Defines "agricultural land" to include property used for growing and harvesting crops, livestock management, dairying, forestry, nurseries, orchards, and similar agricultural or horticultural purposes, as well as property left fallow for soil conservation.

Defines "greenway" as a corridor of undeveloped land along a river, stream, or creek reserved for recreational use or environmental protection.

Defines "recreational use" broadly to include hunting, fishing, boating, camping, hiking, biking, water skiing, festivals, and visits to historical or scenic sites, among other activities.

Becomes effective immediately upon passage.
