Amends the Counties Code Section 5-1104.1 to allow counties to enter into intergovernmental agreements with forest preserve districts that exempt those districts from county zoning ordinances.

Permits agreements to be made either before or after the effective date of this amendatory act of the 97th General Assembly.

Requires that when a forest preserve district has adopted a comprehensive management policy for streams, lakes, ponds, and water courses on its property, county board powers must be exercised consistently with that policy and only through an intergovernmental agreement specifying the obligations of both parties.

Takes effect upon becoming law.
