Amends the Illinois Public Aid Code by adding Section 12-4.45 regarding annual payment caps on optional services under the State's medical assistance program (Medicaid)

Requires the Department of Healthcare and Family Services to create a cap formula by rule that establishes an annual payment cap on optional services provided through Medicaid

Eliminates State reimbursement obligations to healthcare providers once a Medicaid recipient exceeds the yearly payment cap on an optional service for the remainder of that fiscal year

Healthcare providers are not required to be reimbursed by the State for any remaining costs associated with optional services once the annual cap is exceeded by a recipient
