Illinois Department of Public Aid shall cease issuing monthly MediPlan cards by July 1, 2011, and instead issue permanent or semi-permanent member cards to individuals enrolled for medical assistance.

Member cards shall include safeguards to limit unauthorized use, which may include matrix barcodes or related technology allowing medical providers to access identifying data and photographic images from the Secretary of State's driver's registration and identification databases.

Department is authorized to enter into contracts with public and private sector entities to maximize relevant information and data available through the member cards.

Department may employ any reasonable means by which providers can verify an individual's eligibility for medical assistance in place of MediPlan cards.

Act takes effect upon becoming law.
