Changes Section 5-2.01 of the Illinois Public Aid Code to transfer authority from the Director of the Department of Healthcare and Family Services to the Department itself for implementing the Medicaid accountability program.

Requires the Department (rather than authorizing it) to implement an internet-based transparency program that makes de-identified medical claims data publicly available through the Department's website.

Mandates the posted information include provider or vendor name, county, number of individuals served, patient visits, payment amounts, and average costs, while maintaining patient confidentiality.

Requires information updates at least quarterly and the Department to solicit periodic public comments on how to improve the program's utility.

Requires annual reports to the General Assembly detailing program costs, benefits, access rates, and how public feedback was used to improve the system.
