Modifies the moratorium on eligibility expansions for the Children's Health Insurance Program, Covering ALL KIDS Health Insurance program, and Illinois medical assistance program.

Changes the moratorium duration from a fixed 2-year period to whichever is longer: 2 years after January 25, 2011, or until Illinois expands eligibility to legal residents with incomes up to 133% of the federal poverty level as required by the Patient Protection and Affordable Care Act of 2010.

Maintains the existing prohibition on expanding eligibility through increased financial standards, income disregards, or new program categories beyond those covered on January 1, 2011.

Preserves the exception allowing federal-mandated eligibility expansions required as conditions of state participation in medical assistance programs.

Takes effect immediately upon becoming law.
