Amends Section 24-2 of the Criminal Code of 1961 to regulate exemptions from firearm possession and carrying restrictions for various categories of individuals and organizations.

Establishes that regulation of firearms transportation and ammunition transportation is an exclusive state power; prohibits local governments and home rule units from regulating firearms or ammunition transportation.

Voids all existing local ordinances and resolutions that impose restrictions on firearms and ammunition transportation that differ from state law; violating units are liable for costs, attorney's fees, and treble damages.

Creates exemptions for peace officers, military members, security personnel, private detectives, probation officers, court security officers, and other authorized professionals to carry concealed weapons while performing official duties or commuting.

Requires certain security personnel (private contractors, commercial security guards, financial institution employees) to complete state-approved firearms training courses and carry documentation of completion.
