Amends Section 10-20.21 of the School Code to allow consideration of past performance in Illinois or any other state under similar contracts when evaluating quality in private carrier transportation bids.

Permits school boards to give local private carriers located within 45 miles of the school district's boundaries the opportunity to match the lowest responsible bidder's price before awarding the transportation contract.

Allows school boards to award the contract to the local private carrier if they match the lowest bid price, providing preference to geographically proximate providers.
