Amends the Clerks of Courts Act to establish a $5 sheriff's office technology and training fee in civil court cases.

Fee is charged at the time of filing the first document by each party in all civil cases, with no additional fee if multiple parties appear in a single document.

Collected fees are remitted monthly by the circuit clerk to the county treasurer and held in a special Sheriff's Office Technology and Training Fund, audited by the county auditor.

Fund monies may be used by the sheriff for technology hardware acquisition and maintenance, software, research and development, training costs, and personnel related to technology or training.

Fee is in addition to other clerk fees, assessable as costs, and may only be waived by specific judicial order; does not apply to venue change matters or administrative review proceedings.
