Amends Section 15-316 of the Illinois Vehicle Code to restrict municipalities' home rule authority regarding vehicle weight limit penalties.

Prohibits municipalities from adopting ordinances that impose penalties greater than those listed in Section 15-113 for violating weight restrictions on highways.

Establishes the penalty restriction as a limitation under Article VII, Section 6(i) of the Illinois Constitution on home rule units' concurrent exercise of state powers.

Preserves municipalities' authority to enforce county weight limit ordinances on county highways within their corporate limits and retain collected fine proceeds.

Maintains existing exemptions for cargo tank vehicles delivering propane for emergency heating at no more than 50 percent capacity and gross vehicle weight not exceeding 32,000 pounds, provided driver notification requirements are met.
