Director of Central Management Services shall engage an independent private vendor to manage the State's workers' compensation liability program on behalf of the State and its employees.

Vendor selection must comply with the Illinois Procurement Code and be based on administrative cost, service capabilities, and fees or charges.

Director must report to the State Workers' Compensation Program Advisory Board by April 1 each year concerning the status of the workers' compensation program, including bid invitations, contract proposals, and related materials.

Creates a State Workers' Compensation Program Advisory Board with members appointed by the Governor and legislative leaders to review and assess the State workers' compensation program and issue annual reports with recommendations.

Workers' Compensation Revolving Fund receives transfers from various State funds and can be used to pay administrative expenses, including fees charged by an independent private vendor managing the program.
