Appropriates $466,769,800 total to the Illinois Department of Public Health for fiscal year beginning July 1, 2012, consisting of $125,717,600 in General Funds, $117,004,700 in Other State Funds, and $224,047,500 in Federal Funds.

Funds multiple departmental offices and programs including the Director's Office, Office of Finance and Administration, Division of Information Technology, Office of Policy and Planning, Office of Health Promotion, Office of Health Care Regulation, and Office of Health Protection.

Allocates substantial funding for public health initiatives including AIDS/HIV programs ($81,910,900 total), cancer research and screening programs, immunization activities, lead poisoning prevention, environmental health surveillance, and emergency preparedness and bioterrorism preparedness ($70,000,000).

Provides funding for health laboratories (Springfield, Carbondale, and Chicago) and various public health services including maternal and child health, metabolic screening, hospice services, and regulation of healthcare facilities.

Includes grants for community health centers, women's health programs, refugee health care, nursing education scholarships, and tobacco settlement recovery fund allocations for anti-smoking and asthma prevention programs; effective July 1, 2012.
