Allocates $1,644,600 from General Revenue Fund for Council operations including personal services ($1,250,000), social security contributions ($96,000), and contractual services, travel, equipment, and telecommunications

Appropriates $4,378,300 from General Revenue Fund for grants to arts organizations, individual artists ($3,878,300), underserved constituencies ($250,000), and arts education ($250,000)

Provides $1,812,000 from General Revenue Fund for grants to public radio and television stations and related administrative expenses under the Public Radio and Television Grant Act

Appropriates $317,000 from General Revenue Fund for humanities programs and $1,750,000 from Federal Grant Fund for cultural environment grants and Education Leadership Institute administrative costs
