Allocates appropriations across multiple bureaus including Bureau of Strategic Sourcing and Procurement ($61,727,500), Bureau of Communication and Computer Services ($347,887,100), and Bureau of Property Management ($23,713,700)

Establishes appropriations for administrative operations, personnel services, benefits programs, telecommunications services, and technology infrastructure including broadband network development

Takes effect July 1, 2012
