Appropriates $94,118,000 total for the Illinois Department of Agriculture for fiscal year beginning July 1, 2012, comprising $27,733,500 in General Funds, $52,717,500 in Other State Funds, and $13,667,000 in Federal Funds.

Allocates funding across major departmental operations including Administrative Services, Computer Services, Agriculture Regulation, Marketing, Animal Industries, Meat and Poultry Inspection, Weights and Measures, and Environmental Programs.

Provides $4,500,000 from the Partners for Conservation Fund for agricultural resource enhancement programs, including conservation practices cost sharing ($3,900,000), sustainable agriculture programs ($300,000), and streambank restoration ($300,000).

Funds state fair operations and horse racing programs with $4,800,000 for the Illinois State Fair and $4,540,300 for county fairs and horse racing activities, including grants, awards, and fairgrounds rehabilitation.

Takes effect July 1, 2012.
