Appropriates $600,599,300 total to the Illinois Emergency Management Agency for fiscal year beginning July 1, 2012, comprised of $2,806,100 General Funds, $48,752,200 Other State Funds, and $549,041,000 Federal Funds.

Allocates $382,000,000 from the Homeland Security Emergency Preparedness Fund for terrorism preparedness and training costs, including $100,000,000 statewide and $282,000,000 for the Chicago Urban Area.

Provides $127,000,000 from the Federal Aid Disaster Fund for federal disaster declarations and hazard mitigation assistance for current and prior year expenses.

Funds multiple specialized programs including radiation safety ($6,776,100), nuclear facility safety ($9,647,500), and environmental safety ($5,137,500) from designated emergency preparedness and protection funds.

Takes effect July 1, 2012.
