Appropriates $54,957,500 total to the Department of Military Affairs for fiscal year beginning July 1, 2012, consisting of $14,888,900 in General Funds, $6,000,000 in Other State Funds, and $34,068,600 in Federal Funds.

Allocates funds for Office of the Adjutant General operations including personal services ($1,559,200), contractual services, travel, telecommunications, and Lincoln's Challenge youth program ($2,200,000 from General Revenue Fund plus $7,800,000 from Federal Support Agreement Revolving Fund).

Appropriates $10,386,700 from General Revenue Fund and $13,268,600 from Federal Support Agreement Revolving Fund for Facilities Operations including personnel, social security contributions, and contractual services.

Provides $13,000,000 from Federal Support Agreement Revolving Fund for Army National Guard Facilities operations and maintenance under Cooperative Funding Agreements.

Makes additional appropriations including $7,400 for historic artifact preservation, $1,000,000 from Military Affairs Trust Fund for youth programs, and $5,000,000 from Illinois Military Family Relief Fund for grants to National Guard members and armed forces members called to active duty after September 11, 2001.
