Creates the FY12 Medicaid Bill Reduction Fund as a special fund in the State treasury for payment of unpaid Medicaid obligations of the State.

Creates the FY12 Bill Reduction Fund as a special fund in the State treasury for payment of unpaid non-Medicaid obligations of the State.

Requires the Comptroller to order transfer of $1 from the General Revenue Fund into the FY12 Medicaid Bill Reduction Fund as soon as practical after the bill becomes effective.

Requires the Comptroller to order transfer of $1 from the General Revenue Fund into the FY12 Bill Reduction Fund as soon as practical after the bill becomes effective.

Takes effect immediately upon becoming law.
