• Amends the Riverboat Gambling Act by changing "paid" to "transferred" for distributions from the State Gaming Fund to the Horse Racing Equity Fund and Chicago State University.

• Modifies subsection (c-5) to transfer 15% of adjusted gross receipts from qualifying riverboat operations into the Horse Racing Equity Fund instead of paying the amount.

• Modifies subsection (c-25) to transfer 2% of adjusted gross receipts from qualifying riverboat operations to Chicago State University instead of paying the amount.

• Takes effect immediately upon becoming law.
